i finished the [Journey] Waveport Trade Agreement for the 2nd awakening but the [Journey] The Agent of Carpus didnt show up…

No in codex, that quest comes after the agent of carpus
just use feiton powerpass. it gives you the 2nd awakening without having to do the quest lol

I had no issues doing the quest myself. just followed the markers. press J and see if its in your journal. sometimes quests “untrack” themselves, and wont show on the map
Exactly but in my case its not present in the journal.
actually, in some case i have accepted a quest on an alt, them its unobtainable on another character. havnt got another character with the quest by chance?
No im only playing one char atm
I did talk to cals but there is no exclamation point. It seems like it bugged out.

While i know this is not the solution you are looking for, i would suggest you not do the second awakening quest and whenever you complete the feiton storyline, just the powerpass on an alt and get it that way.
