Uhm assuming you get the GPU for msrp (been easy since a month+ now in europe at least, because resale prices went down to a few ā¬ above retail prices anyway):
I advise you to get a 3080 over a 3080ti. The difference is marginal, but the price difference is huge. I am not sure if microstutters would go away with a new GPU tho
My advice is that you buy it if you really need it but not just for this game because the game has alot of drop and studder moment so the new gpu wont fix anything for lost ark

I play on a 1080 and run everything in game with defaults with no issues (default is very high). This game does not need a 3080tiā¦ unless you are looking for an excuse to buy a 3080ti and lighten your wallet by 1k.

If youāre experiencing stuttering, if you havenāt already, try turning off the thing that tells you how much xp you get every time in chat, that stopped my game stuttering at all in chaos dungeons
5950X + 6900XT. Same issue. You canāt fix this games old engine by throwing hardware at it.
Iām playing with GTX 560 Ti and I donāt have micro stutters. So itās pretty safe to say your micro stutters are not from lack of performance.
You canāt overcome these shit servers and coding with hardware, I tried. I thought my aging pc was the issue as well but going from an i7 3930k with GTX 2060 to an i9 12900k RTX 3080 made zero difference in the texture loading lag or microstutters.
I have i9 12900k and tried 3090, 3090Ti and 3080ti and none of them eliminate micro stutters and drop that usually cause your OLED TV to do brightness flicker, I just turned off g-sync.
Game engine is not the best and it will always have issue.

The stuttering in LA is mostly a programming problem not a performance problem. Lot of issues with the UI especially.
You do know in sept the 4080 will be out and it looks like its a 80% performance jump from the 3080TI
But how long it will take for 4080 to reach market? Can be years basically.
Micro sutters in this case are likely a symptom of three things. I run a max OC 2070.
3440x1440p Max settings.
RAM, yea this game kinda wants more than 16 GIGs if youāre running other stuff.
Badly optimized or overly used Shaders. Path of Exile has this issue.
The more likely issue is poor texture streaming. This is a technology where the screen is usually filled with low quality textures first then pushes in the high quality as VRAM catches up.
I do get stutters but theyāre not consistent. In general the game stays 100FPS.
This video came out a while back. I still love it.
I have 2080ti, i9-10900K, 32GB ram and the game is in nvme drive and i get the studders and 
it really has nothing to do with your system its the game
I have mine locked at 60fps 4K and have no issues at all
The game runs like ass no matter the hardware. 3090ti with 12900k and still get stutters and FPS drops from bosses spawning, sailing overseas and even just walking in town hubs in the game. People will say āTuRn oFF aReA cHaTā and try to do 6 different things in order to fix the issue but the reality is our client just runs like ass.
Sad because I get none of these issues on the KR or RU client. Runs butter smooth. I donāt think AGS even cares about the issue as they tell people to do generic things in order to fix the problem. Basically the equivalent of āreset your routerā whenever you call the ISP about internet issues.
