I have i9 12900k and tried 3090, 3090Ti and 3080ti and none of them eliminate micro stutters and drop that usually cause your OLED TV to do brightness flicker, I just turned off g-sync.
Game engine is not the best and it will always have issue.

The stuttering in LA is mostly a programming problem not a performance problem. Lot of issues with the UI especially.
You do know in sept the 4080 will be out and it looks like its a 80% performance jump from the 3080TI
But how long it will take for 4080 to reach market? Can be years basically.
Micro sutters in this case are likely a symptom of three things. I run a max OC 2070.
3440x1440p Max settings.
RAM, yea this game kinda wants more than 16 GIGs if you’re running other stuff.
Badly optimized or overly used Shaders. Path of Exile has this issue.
The more likely issue is poor texture streaming. This is a technology where the screen is usually filled with low quality textures first then pushes in the high quality as VRAM catches up.
I do get stutters but they’re not consistent. In general the game stays 100FPS.
This video came out a while back. I still love it.
I have 2080ti, i9-10900K, 32GB ram and the game is in nvme drive and i get the studders and 
it really has nothing to do with your system its the game
I have mine locked at 60fps 4K and have no issues at all
The game runs like ass no matter the hardware. 3090ti with 12900k and still get stutters and FPS drops from bosses spawning, sailing overseas and even just walking in town hubs in the game. People will say “TuRn oFF aReA cHaT” and try to do 6 different things in order to fix the issue but the reality is our client just runs like ass.
Sad because I get none of these issues on the KR or RU client. Runs butter smooth. I don’t think AGS even cares about the issue as they tell people to do generic things in order to fix the problem. Basically the equivalent of “reset your router” whenever you call the ISP about internet issues.

Oh, I forgot to mention. This game doesn’t tend to utilize 100% GPU.
Hold Alt + R. Mine often sits at 70% but I’ll still get occasional frame drops.

I was mostly poking fun.
My top 99% is still 90-95FPS range. Render time 11 ms. Thing is it could be better if the game would use the rest of my GPU which is usually 70% usage. At 3440x1440 on a 2070 it should generally be at 100% usage all the time unless I’m playing an older game. GPU is my bottleneck.
Have the exact same problem. I7 12900k, Geforce3080, my FPS bottoms out around 15-20 fps. Started noticing this a few days ago.
12900KF here with 3080 ftw3 I haven’t noticed any issues.

i got half that, run the game on fullest settings @ 2560x1600 244hz and have 198-211 fps at any given time…no NVidia garbage settings purely pc settings nothing else, hell i don’t experience any of these stutters people ask about
what are you doing wrong?
Patch may have had an improvement. I’ve only noticed FPS dipping into the low 40s during combat. Bottom 99% FPS is 80-100 fps, so far today.
Wait till 4080/4070. They will come this year.

I was getting micro stutters too after an update, i’d recommend trying to verify file integrity to see if that’s the problem.
