Every ability stone that I have dismantled post tutorial has broken down into Broken Equipment Powder instead of correctly becoming an ability stone powder such as Powder of Mystery.

Same here! I’ve dismantled more than 20 and still nothing.
You can only get Power of Mystery when dismantling a Stone of Birth, not Stone of Endurance.
