I am also having the same issue in EUW, Server Stonehearth.
As soon as I logg into one of the char CD and also GR is used.

I did not receive Rest Bonus as well… just giving you more info about the situation LOL and it impacted multiple characters not just my main

Thank you for following up on this topic. There are no plans to provide compensation aside from what was established int he main news threads: Here are the official posts in regards to how this was dealt with:
While Chaos Dungeons will reset normally starting tomorrow, we are aware that players affected by this bug will not be able to complete today’s Chaos Dungeons and may be missing their Rest Bonuses. We will be compensating these missing entries, and we will let you know what and when to expect once details are locked in. Thanks!
Thanks to your reports, we were able to determine that a number of players did not receive their compensation when intended. We were able to track down this list of players, and will be delivering the missing compensation packages tonight, starting now. This may take up to 8 hours – please check your Product Inventory after this time frame to ensure you received your compensation!
