As opposed to the official tooltip, Arcanist’s Twisted Fate card is not always a 40% damage increase, the damage buff can be either 0%/10%/20%/40%, according to a set probability, just hover over the buff and you will see.
This is probably not a bug, just a tooltip error, since both RU and KR also have the 10% and 20% buffs.
As much as I would love for it to be 0 or 40%, please fix the tooltip so new Arcanist players are not misinformed by the game’s own tooltip.
