I can’t argue that much against players in this queue. Although, this one deserve. He int for no reason at all since the beginning of the game.
Obs. He said at the beginning he wasnt to help no one to win the game. This guy deserve his ban, or at least rankeds restriction.

Alright, every time you or a player reports any other user, that becomes a report that is handle by other team and a single mate reviews each one them, unluckily we have no information if the player is going to be penalized or something, meaning we are short of information since the actions are taken on the other side.
I hope this information granted you gives a great and helpful insight.
