[Assassin] "Turning Slash" skills first tier upgrade "Open Weakness" not working

I have “Open Weakness” allocated as shown in the picture below, however, when I attack enemies with it I dont see the “Open Weakness” debuff on them, meaning it didnt get applied. According to the tooltip, it should get applied if the hit is sucessful and last 12 seconds!

Edit: An update on this issue, it seems to work ONLY in bosses. Please have a better tooltip indicating that!

The same issue occurs with every skill that uses “Open Weakness” it only work on bosses. Should it not work on all type of mobs then please update the tooltip, it’s very confusing.
