in the azure wind island horse quest, I only have one horse left to unlock, I see it and it makes the sound but I can’t activate it
It’s not bugged. There is one more you must have missed. I had the exact same thing. Found one more horse I had missed and then I could talk to it.
I had the exact same issue and checked everywhere then I came across to a map which shows all the locations of the horses, then I went and checked every single one of them. Obvioulsy I skipped one and that was causing the issue, after doing that I was able to interact with this one as well.

I have the same issue. I literally went to EVERY SINGLE god damn point on that map and I have waisted over an hour looking. I have nothing. The same horse, is not interactable but its just chillin there. I looked everywhere. I looked in my quest log and it said some of the song ones were not in there. But when I go to the other song quest there is no horse there and I DID those songs / greets / laughs already. I looked in completed quests and former songs that I did were not done even though I did them. There is no other horses on the island. I looked in current quest and I have no other quests on azure. I have the song and I did the Shangra egg questline as well. Aguila did you get your fix?
Nvm, couldve sworn idid this horse. wasnt in the same location as th guide
