This has been happening since the last maintenance.

Symphonia: The skill does not correctly apply the 30% of total life shield on the bard, but it works correctly on teammates.

Wind of Music: Wind of protection: The skill does not correctly apply 25% of total health shield on the bard, but it works correctly on teammates.

By the sound of this, you probably have the “Enhanced Shield” engraving enabled. Although the name says enhanced making you immune to debuff while shielded. It unfortunately gives -90% self shielding effects.
