Let me start off by saying I know. I know I’m beating a dead horse here by bringing this up. But there HAS to be a way for devs to more easily identify bots. They are guildless, have the same bunny pet, are the same class, no engravings, no gems, no card sets equipped, all have nonsensical names, and stand in the EXACT same spot as one another. It can’t be that hard to hone in on that one singular spot, check for specific identifying features, then straight up ban anything that matches. If a straight up ban seems too extreme, why not pop a captcha for them to fill out… SOMETHING.

Hmm, I agree that this is a problem that needs to be dealt with. But I want to say that it definitely seems like that’d be “that hard” to do to me.
Constantly checking the status of everyone at every fishing spot in the game and on every single server like that would likely be demanding to run (which means paying money for the servers to run it from and maybe needing better game servers to support it being run against them, that sort of thing - though, granted, this being on AWS and handled by AGS maybe makes that a lot easier to deal with, lol). And it’s unlikely that they have anything like that implemented in the game currently so it would obviously take time to design, implement, test, etc. And you’d have to be pretty specific with what you’re looking for, so that you don’t hit real users who are sitting there mindlessly fishing. Which also means if the bot users can figure out how to pass that check, which would be very very easy given most of that stuff you listed could be fixed just by equipping very easy to get stuff (and you can’t assume someone of a certain class or using the easiest to get pet is a bot, nor can you easily judge automatically what makes a name nonsensical)… all that time/effort/money was a complete waste and it’s probably not worth doing to begin with?
Using captchas is a better idea imo, but could also be tricky to implement. Who knows if there’s a library/service for it that they can easily make use of, and that would work well for all the languages they’re trying to officially support, etc. I have seen them used for other online games (I know there’s one when logging into Genshin Impact?), but I don’t think they’re dealing with this level of bots so I’m not sure how well they address the problem or not.
