It’s both part of the December roadmap. Usually it is one big content patch per month.
Roxx said, there are no plans to delay Abrelshud Normal release.
Therefore people are assuming both come on the 14th, as it was just announced for Summoner.

This is all speculation. I don’t see a confirmed date for Brelshaza raid. Unless they announce that officially, it’s still up in the air and can be delayed.
