In the quest Encouraging Friend one of the steps involve, “Listen to Shana’s comforting words and /laugh”.
This makes it seem like you have to use the laugh emote but that will not continue the quest. You need to actually use the giggle emote.
Solution:
Either allow the laugh emote to work or change the text to read /giggle instead
