I doubt that you will find official rules for that.

This is the only way to report another player outside of the game. Technically knowingly scamming other players is a violation of the code of conduct. But you should know that while they tolerate bussing it is not something that they typically provide player support for.
You will not have any items or gold returned to you and odds are you will not hear back from them on your report. They may or may not take action. Generally singular reports are noted but not acted upon in cases like this. Multiple reports usually will lead to a warning followed by a temporary suspension for repeat offenses.
It wasn’t a scam because player x bought a gem for x gold from the AH. What is scam about it? He got the gem and the player got the Gold.
You won’t find anything in the rules that says if you buy an overpriced gem, player X must help you kill a boss.
Hi, no idea if amazon will do anything about it since busses are player driven market.
My recommendation for you is to use bus discord (I belive other regions have them, EU Has ‘EUC Bus Station’, there you can find more trusted drivers and people who scam and are reported get removed from discord).
About no bid, usually ‘no bid on book’ lobbies refer to buyers, not drivers, as in you not bidding on book is a part of the bus price, so you as a buyer are not allowed to bid, book goes to drivers.
Crying about no bid books on vykas when the bus price is already so high to the gold you get LOL. Good luck trying to report someone for it. Its part of the game (auction bidding)

learn the mechs, get a normal build for literally 10k gold or so, and stop buying buses.

Dude, I do valtan and vykas every weekend, on 4 alts, in less than 4-5 hours total. And that’s it. No struggle, no burnout. few chill runs on content I’ve been doing for months, with great rewards. I mean, if you are BORED to do legion raids, what’s left on the game for you to do? because i bet chaos and guardians should feel even more boring…
As I said, learn the mechs, they are easy af, use your brain once in a while, and you will have a great time. Or you can still get scammed every other day from bussers enjoy
