Yesterday it was revealed that we would get one pass when finishing North Vern and a second one if we watched all the cutscenes while doing so, can I get the second pass if I skip the prologue or do I need to watch those cutscenes as well?
They clarified that you’ll get the second pass after you use the first one. I’m on my phone but screenshot below.

You dont need to watch cut scenes anymore, as long as you complete the main quest, you will get a power pass.

So does it mean, you get the 2nd Power Pass even you skip cutscenes on your way to North Vern main quest completion?
That is what I understand it to be. In short, watching or skipping the cutscenes will not affect whether you get that pass.
First condition is to finish the main quest (which I assume puts you at 50), the second is to use that first pass.
Is power pass the same with ‘Jumping tickets’ from JP, RUS, KR ver. ?, that immediately jumps your character to level 50 etc. ?
yes, it is, but as @Espei corrected me, you won’t need to see all the cutscenes to get the second pass
