Moving the game from my E:/ drive to my C:/ drive fixed the issue for me. I used steams “Move install folder…” option in the steam game settings.
As a side note, I think moving it between any two drives would work. Not just onto C:/. I have not confirmed this though.
Im also getting this message https://i.imgur.com/61OaTOY.png and it loops over and over if you press OK.

When running both the launcher exe and the game exe as admin i got steam_login_pub
When running neither as admin I got stuck in an infinite loop

I did a ton of things and got the game working, I don’t know which did it
ran EAC as admin and hit repair
ran the game exe as admin but not the launcher
uninstalled proxycap
uninstalled windscripe
closed the parsec process in task manager
closed the helix processes (for perforce a source control app)
GL payer
nothing even being done about this. very dissapointed with amazon

Today seevers will open for all, maybe if more PPL will have Same problem, they will do something with that.
And what about my 49,99€ ? And the fact that we paid for an Early Access that we couldn’t play even 1 second.
Had the 105 error, after a fresh install I started to get this, now fixed this using the above methods, now getting the 105 error again, seriously frustrated with this now!
I have 50 min played on steam, but that was trying to fix it
So i can add some more programms wich could be a problem …

had the same loop. on the easy anti cheat exe i had its compatibility setting as run as administrator. Unchecking run as administrator stopped the loop.
Found a fix. Exit the game and steam completely. Run STEAM as admin. then click play ark off steam normally. Cheers \o
Good thought, but did not work for me. 
For the one who have trouble with it, go to your lostark folder
Steam\steamapps\common\Lost Ark\Binaries\Win64
and look fot the Launch_Game.exe right click it and go to properties and look for compatibility - uncheck admin mode.
