I was going to do clown with my static, 3 of my teammate did not get in, but I got in on the loading screen, and I was waiting for the timer to tick down. After that, I was at Vern. The game said entry count exceeded. when I have not even cleared gate 1. Will I get a ticket for this?

Unfortunately what you’re describing is a bug that can sometimes happen in 4-player activities such as Abyss Dungeons and the Kakul-Saydon Legion Raid, which causes some players to not load into the instance or get stuck on a loading screen, with a chance to lose the entry to the activity after that.
You can try closing the game and opening it again and checking if you still can’t enter the raid, in case you still can’t, this should apply for receiving a re-entry ticket the same way as with Legion Raid disconnections caused by the server or other game issues. The delivery of the replacement ticket could take up to 48 hours, and the appropriate ticket will be delivered to your in-game mailbox when it arrives.
