Is it possible to change Region ingame? It asks me to restart but nothing changes, I’m still locked to my actual region. I want to play with friends from another region.

The problem is that we can’t change Region ingame, I’m in SA wanting to play on US East. I have a friend there that verified that she can choose whichever Region she wants, but some of us can’t.
After it restarts, simply nothing happens. We still can’t change region. Please let us, we want to play with our friends.
This issue sounds odd and doesn’t seem to be happening for everyone. Can you give us some more details? What region were you starting from? Where were you trying to go? Any other things that may help our team investigate the issue.
I am having the same issue. I am NA East and whenever I try and click on another region it tells me I have to restart but nothing changes when I start the game back up.
I fixed the issue for those wanting to know; Steam originally installs the game in your Program Files, so I moved the installation to c:/Games
I noticed the changes to my settings in game weren’t staying, so I figured it was an issue like not running in Administration mode or something. Thanks again to @TrevzorFTW for their patience, much love to everyon, hope it works for you too.
STEAM>SETTINGS>DOWNLOADS>DOWNLOAD REGION
I was stuck on only being able to choose NA East servers. I changed the above setting from what it was to US Seattle, restarted the game. Now I have access to West NA servers.
