Bots have been entering dungeons, guardian raids etc now for a while now as well as ruining experiences of others who are just trying to have a fun time playing. I feel that if what’s implemented on kr servers with authentication was implemented on west servers then the bot problem would possibly disappear unless there would be any other solution to solving the bot problems, as setting vpn restrictions did not help.
There isn’t a single gaming service in NA/EU that requires the same type of personal identification that regions like RU and KR require. EU has some pretty strong privacy laws that would make authentication like you suggest difficult to implement. In NA what you are asking is likely impossible due to the connection to Steam, since Steam, does not limit you to a single account.
In fact you can have a Steam account and use services like PayPal which prevent Valve from collecting your mailing address. While I don’t believe blacklists are ever a solution to a problem like AGS is facing, your solution to put it simply, isn’t realistic given the current state of NA/EU MMO markets.
NA/EU customers don’t have the same hunger to have their accounts tied to their national identity. I am certainly NEVER going to provide Amazon a picture of my state license. I don’t trust them to keep that information safe.
Still possible and legal in the US and EU even. Account creation through LAs website which can include cellphone verification and they could also require a check-in verification once a week via SMS or just for F2P / those who spent under $20/50. Limit 1 account per cellphone number.
No PayPal issue, no steam issue, and no collecting personal address info issues.

SMS 2FA security isn’t strong enough. With the amount of money gold sellers are making, they would go to the black market to defeat SMS 2FA.
Malicious users are able to steal Amazon accounts with SMS 2FA. There is a reason a Google Authentication is connected to my Amazon account. However, 2FA Google authenticators, wouldn’t prevent gold sellers since they can be programmatically created.

SIM cloning is a huge problem. NA/EU cell service industry doesn’t do enough to prevent theft. All phone verification would do is literally cause millions of phone numbers to be prevented from being used because they were used by bots once
Blocks like this were and are still a huge problem for World of Warcraft players. There are services to connect a phone number to a phone provider, the issue with those checks is it’s never real-time. For instance in the US, by law, a phone provider MUST release your phone number if you fill out a form. This process is nearly instant, or at least as quickly as you go through the process, but the data connecting your number to your old provider might lag for a period of time.
SO for instance Blizzard does not allow their phone authentication to be connected to pre-paid services, but since those phone numbers are not permanently tied to the service, this prevents future owners of that number up the creek without a paddle.
Linking to a phone number won’t solve anything since the gold sellers are making bank by selling gold. Besides they will just fall to compromised accounts if they cannot automatically create their own accounts.
