Hope you are having a great week so far and apologize about this unexpected situation where you can not trade or send emails in LA.
This must be related with your steam’s account status.
In order to have these features available you need to have your steam account in good stading with the “Trusted Status” achieved. Once this is ready you will be able to use the features mentioned.

I would like to share with you some usefull information related to this topic since it can be confusing.
First of all this system was added on March 24 as a new fraud and bot prevention system: March 24 Weekly Update - News | Lost Ark - Free to Play MMO Action RPG

And this is the official information from the forums: An Update to Fraud Prevention in Lost Ark

In order to make your account trusted you will need to have performed a purchase(s) for at least $5, where sometimes Steam will require a period of 30 days to have passed from the date of the purchase. You will also need to set up the Steam Guard Mobile Authenticator.

Note that it may take several hours for your account to become ‘Trusted’ after activating two-factor authentication for the first time and up 30 days depending on Steam’s clear time.

Besides the information from Steam: Steam Support :: Limited User Accounts it should be the equivalent to $5.
If there is more doubts about this topic I suggest to contact steam directly since they manage more information related to your personal account. Steam Support.
