The censor dictionary being used is probably taking into account all languages.
Here’s a couple of phrases censored:
- Alt-friendly / Sub-character
- Welcome
Other censors likely involve urls, punctuation marks etc.
It’s far too restrictive and prohibitive to even warrant trying to create a welcoming notice. This has to be implemented by the new big update.
