I fixed the Issue, but wanted to share with you all how I did.
The issue was ‘GameOverlayUI.exe’ was set to ‘Run As Administrator’ This executable is found in (On my PC) the \Games\steam folder (Depends on where you have Steam installed)
I went to the \Games\steam\GameOverlayUI.exe.log and saw that the PID was not being picked up by Steam when I launched the game as seen here:

THE FIX:
- Go to your \Games\steam folder (Depends on where you have Steam installed) -
- find the GameOverlayUI.exe then
- ***right-click GameOverlayUI.exe, > choose properties
- Choose Compatibility Tab
- UN-CHECK ‘Run as Administrator***’
Once I did this, and launched the game, the Overlay was again working, and I could again make in-game purchases.

other items to check:
- In Game overlay turned on in Steam Settings
- In Game Overlay turned on in Game Properties (In Steam)
- Overlay turned OFF - Discord
- Overlay turned OFF in Geforce Experience
What I know for sure is that I almost had to play Gymnastics with my PC to get it to work, which we should never have to do. I sincerely wanted to help others avoid the frustration I went through.
Heathen, thank you for posting what worked for you. My wife was able to purchase yesterday royal crystals one time, then since then has not been able to as it comes up purchase failed everytime. I checked each of the things you listed, except discord as not installed on her computer, and I also not having the same graphics card I tried looking for her Intel UHD grphics 630 to check to torun off overlay, but could not find it. Before coming here, I followed support articles that led to one article that said some items are limited to one week purchase, surely this isnt the case to buy royal crystals.

Yikes. I really hope this gets worked out. It seems to be a problem with Steam (At least as far as I can tell, for me). I realize not everyone has the same root cause, however similar the symptoms are. Sorry my fix did not work for you, perhaps someone from support will respond and offer something I had not seen or tried.
tyvm, one would think that getting my cash would be top of there list…lol

@race777 The purchase failed message is a different error however I got that one resolved through stream support ticket, try that. Cheers!

Just to encapsulate:
STEAM OVERLAY ISSUES:
- Steam Settings - In Game overlay ENABLED
- Steam > Library > Lost Ark > Properties > In Game Overlay ENABLED
- Discord Overlay DISABLED
- GeForce Experience - Overlay DISABLED
- GameOverlayUI.exe - Run as Administrator UNCHECKED
If you are getting a Failure Message when trying to purchase, then you will need to engage Steam Support.
- If the Steam Wallet never pops up, it is NOT Lost Ark, it is the Overlay in one way or another.
If NONE of these things helps, Some people have had luck enabling the -windowed borderless setting for launching the game, although I cannot verify that works. None of my troubleshooting showed that to work.
All of that said, I hope you find a solution that works for you.

Kind of odd as I played many game from Steam over many years, and never had this problem before buy from ingame shop. And I never had Game overlay Enabled… anyway it worked for me this time… 1000 thanks

we shouldn’t have to do any of this, I could not agree more. I never had to before in other games, and certainly not before this last update.
Everything was fine for a bit. Then one day I suddenly had to verify files here and there. Then it became mandatory to verify anytime I wanted to purchase crystals. Then it was rng after verifying files. Now, nothing seems to work towards allowing me to purchase.
So I can buy all of the other packs except the 12000 RC. Whenever I click on it, instantly says purchase failed. Steam overlay is working fine and able to go through purchases for the other packs. Any one else facing this issue?
That specific issue is with Steam Purchasing, and needs a Support ticket with them

Hello everyone, if above steps didn’t help someone then try this method which helped me:
Open the Steam client and go to Library.
Right-click on Lost ARK > Select Properties.
In the General section, click on Set Launch Options.
Next, copy & paste the following command-line argument:
-windowed -noborder
Found this on steam forums posted by another person, hope this works for you.
