I started hyper express on Mari server, and wanted to use it on Bergstrom. I assumed that it was per server like the Ark Pass, not per region. Is there any way to change this? I did not use materials on the Mari server.

Thank you for sharing your concern related to transferring hyper express to a character on another server.
Unfortunately, it is not possible to transfer it among servers, you can only have one per region.
However, you can change the character designated for the Hyper Express once as long as you haven’t used the honing benefit on the first designated character, to do this simply open the Event Quest window by clicking the golden gift button that should be under your map, then click the button labeled Change Event Character.

Hi, that does not help at all but does answer my question. That is very unfortunate that it does not tell you anywhere that it is once per account, and not once per server. In the patch notes it only mentions that the story express is once per account.
It’s pretty terrible that this is not communicated to the players at all and there is no way to undo it, basically means I can’t do the hyper express event.
