Chaos dungeon rest bonus/aura still a mess

As shown in the picture. rest bonus for chaos dungeon is not stacking and still being eatten up. una task and guardian raid stacked up but chaos dungeon rest bonus is 4/100. i dont understand why nothing is getting done to fix this. this is a huge problem.
