They should. They absolutely should.
The problem is that SmileGate / AGS either does not have the resources to login and ban them… or us unwilling to do so.
They have been keeping their strategy on the topic close to the chest. Much to the chagrin of the frustrated playerbase.

you are absolutely right. There are many players who will be banned if authorized developers or administrators roam the maps online. mac should be banned.
I’m thinking of quitting the game
I have been bitching non stop about this for almost 3 months, because it is TRIVIAL to ban bots who all follow the exact same routine. I assume they are purposely not banning them because it keeps steam player numbers high, which means a more successful game?
They only release cryptic updates, but more importantly they never fix the issue. I refuse to play with bots everywhere. I put in about 150 hours the first 2 weeks and loved the game, but I have mostly quit since then. Characters still in T2, I log in every few weeks hoping I can play again.
All it takes is developers to flag a few dozen of these blatant bots, and then record movement timestamps for a few hours. Any new character that ends up being >90% similar, instant perma MAC / ip ban. Appeal if you got falsely banned.
