Clown quest in Flowering Orchard not available

Hello,

I would like to report a bug with a quest not being available.
I’ve made a 2nd char from scratch to redo all quests and I’ve noticed that the clown quest was not available.
I’ve have not done the quest before on any charachter btw, I’ve done the quest in beta and that’s how I know about the quest.
Zone: Flowering Orchard
Quest name: The Sound of the Clown Trumpet (i think)
NPC: Observer Cyrun

not 100% sure, but as far as i remember this quest was a roster quest. So you can do it only once i think.
