CPU Usage 100% I5 9400F

Soon as i launch Lost Ark my cpu usage ramps to 100% which is fine but what isn’t fine is that it stays above 85% no matter what, and yet only uses 4% of my Gpu what in the world is going on.

|Processor|Intel(R) Core™ i5-9400F CPU @ 2.90GHz 3.50 GHz|
|Installed RAM16 GB|
Gpu: Nvidia 3060 12 GB

Latest drivers, win11 64bit up to date,

What bothers me is that my Gpu isn’t being more utilized in this game its almost as if it doesn’t even matter what gpu you have installed because the game doesn’t utilize gpu at all.
