I purchased the crew member Dekuku application, shes a blue quality mokoko crew member for the Estoque, from the trader in my stronghold. However she does not appear on any of my crew lists. I use the estoque as my main ship and she is not on the list of my owned crew. I have tried changing zone, relogging, restarting the game, and none of this fixed anything. Ive seen other forum posts of other crew members being missing for people. So there seems to be a bug with the game where registering new crew member applications doesnt actually give you the crew member and you cant buy the application again.

Same. I right clicked on two Crew Applications and I can’t find the crew in my Crew List.
Correct me if i am wrong but Dekuku is a stronghold member application form… not a sailing crew. I believe that crew member goes on your dispatch missions from your stronghold but does not sail the seas with you (at least this is how it was when I purchased a crew member and couldnt find them).
EDIT… Found this in lost ark codex… appears to be stronghold only.
