@Roxx They are only saying they can give it to a certain character and can’t make the chests Roster Bound like they’re supposed to be.
Plus I already included the character name, server, ilvl, etc. in the initial ticket so I’m not sure why they’re asking for info they already have.
I think you provided them with character name that is stuck with those mats and they are asking where to move to. I suspect tho that this destination character is not yet possible to create. I’m glad I kept those in roster storage. 
I know that’s what they’re asking but that’s just not what they’re supposed to do lmao. They’re just supposed to be straight up Roster Bound so I can move them around freely.
That wouldn’t even be allowed.
Since the entire point of removing the chests is to avoid, that people can stack the materials on a single character of their choice.

If you already opened the frog chest, the are supposed to be roster-bound…

The items were never intended to be roster bound. Character bound is what they had in mind, that’s why there was a patch for it. And a compensation for the misinformation.
The entire topic started with AGS saying, the items are NOT going to be roster bound, that’s why they are being removed, unless you have already opened the chests. In that case you can keep the materials on the character, which you opened the chests on.
But that part is just you putting words in their mouth. They never said that they would make those chests (not the random ones) character bound after maintenance. Those sold for gold at Frog vendor - sure. Those we already opened - they didn’t hint at any change for those.
You can also still buy roster bound Leap chests from Frog (for tokens) and they look exactly like the ones we had, except ours turned to char bound for no reason at all. Luckily mine are still waiting in Roster storage, looking a bit sus with that “bound” description; hopefully not bound to that storage, tho I wouldn’t put that past AGS/SG duo. 
Also, OP linked you their official statement that they intend to revert those boxes to Roster Bound, you just need to contact their garbo support.
For what I have udnerstand about this statement Twinkle Twinkle Exchange Shop Update (Part 2) - #4 by Official_News. If you happened to opened a Random Chest Material before they locked it and before Feb 15, the Honor Leapstone Selection Chest should be Roster Bound. But everything you opened AFTER the maintenance FEB 15 will be all character bound.
