No you have 2 more, see the Knowledge transfer Count (7/9)? That means you used KT 7 times, and you have 2 left

Same thing, you only used 2 KT, so you have 7 KT left to use. The problem is, the number of character that completed the main quest for the specific continent you want to KT your alternate character to. See the Yellow line with the red (4/5)? That means you have 4 characters that completed that quest, but you need 1 more to be able to use KT for that specific continent
There are specific requirement that you should check. From the number of KT left, to number of characters completed the main quest, to item level, to gold.
- You have to log in with the char that you want to transfer to.
- You have to be the item lvl it shows to initiate transfer.
