Hi there!
So I just spent about three hours trying to get the Divine Tree’s Radiance buff to activate at the Phantom Legion Rook boss in Phantom Palace. I managed to complete the pickup timer quite a few times but never once would it actually activate.
- I was in Hard Mode.
- I was not with anyone else.
- I used the Scarecrow to distract the boss while I attempted to grab the buff.
- I was picking up the buff within the first minute of the fight starting, every time.
- I ensured the pick-up timer was not interrupted.
- I tried multiple times but the buff never appears.
I have heard quite a few people mentioning they are having this problem, also.
the buff from golem boss stage , you cant get interupt if you get interupt buff does not count . rest is fine helped several ppl through it . . golem boss shouting can interupt you so make sure using scarecrow and high tier stealth robe
Yup, just tested this out couple runs and never was able to get the buff. Seems to be bugged imo.
As stated in my original post, I ensured that I did not get interrupted. 
Definitely bugged. I just went in yet again and used (1) Scarecrow (2) Luterran Knights and (3) Stealth Robe to absolutely 100% ensure to pick it up without problems. Five times I picked up the Light. The buff did not appear.
Just as a precaution, I also went to the place where you are supposed to place both buffs. Only the second buff would place, and not the first one, as it was not on me and hidden either.
Let me know if you need video proof of this. I can go back in again if you really need it.
