Hello, i want change my server (same region) to play with some friends, i will start from 0, but i will get the power pass when i hit 50 again? or i cant get it anymore?

Let me explain you how the Power Pass works, they are limited to get 2 passes per region. That been said, using a power pass will automatically grant you a second one that can only be used on that specific world that you used the first on. So if you have used 2 already on another server on the same region, you will not be granted with another one since you already claimed the 2 passes for that region.

in that case i think i cant even switch since the progress without having alts again will be very slow, I think it is urgent that you guys implement some server transfer system soon, the community requires it.

The transfer feature is already under consideration by the developers as you can see over here:
" Server Transfer Functionality
We definitely hear the request for server transfer functionality and have thoroughly investigated our options. This instant functionality does not currently exist in Lost Ark. This service just rolled out in Korea and is a weekly batch process that requires maintenance to run. It also does not support cross region functionality. Therefore, unfortunately, it is not a viable option at this point for the western version— but we will not rest until we’ve exhausted all options. "
