Do I have to claim the second Founder's Packs only on Feb. 19th?

According to the second Founder’s Packs rolling out announcement, Founder’s Packs will given on February 19th, though, can I claim my pack later?

** I do not see detail regarding this question from the dev’s post, I just want to make sure.

You just get it delivered to your store page.
I did not see any expiration date on the first ones.
Doubt there will be expiration date on these. If they do have limit then it will be displayed where you can claim them.
