Does anyone know how I can hire the crew for the expedition.

I have 2 sailors, but I need more to switch!

There is a merchant that visit your stronghold, you can hire some sailors from him exchanging seals. I bought 2 of them this way.

They are sold by the traveling sea merchant ships as well as aquired thru quests, rapport, and certain boss drops.
