Field Boss Co-op Quest bugged

I was in Candaria Territory approximately 30 minutes before Thunderwings spawned. 5 minutes before he spawned I walked over. When he spawned I never had the co-op quest start and therefore could not get any contribution and obtained the minimum rewards. I am 1460+ and was hitting the entire time. I normally get full loot this way, with jewelry and a stone of chaos. Rewards shown below.

I did the Field Boss again today and the co-op quest also did not start. This time I was in a party and was able to get contribution through that, but it seems something is wrong with my character/account that’s causing co-op quests to not start.
