Flikkering MVP, pet screen and character profile

My game is buggy my MVP screen is flikkering, pet selection and character selection screen.
I have removed and reinstalled my videocard drivers but this didnt help.

I have an AMD 6650 XT videocard and i have already noticed game crashes and other things with AMD videocards but this is not on MY pc or videocard since i have 0 issues with anything else besides LA.
My screenshots are BLACK so i cant provide anything

Addendum After several Tests with graphics options and driver options, I narrowed it down. It is a DirectX 11 problem. When I switch to D9, the problems disappaer. I am sorry to hear you seem to be having graphic display issues.

Please try the following steps in order to troubleshoot this:

1. Ensure your video drivers are up to date.
2. Set Windows power settings to High Performance.

• Press Windows + R, type “powercfg.cpl” into the Run window, and then press Enter.
• Select the radio button next to the High performance power plan. You may need to click Show additional plans first.

3. Adjust your in-game video settings. (sometimes just changing them back and forth will reset the issue)
4. Clean boot Windows by following these instructions:
   How to perform a clean boot in Windows (to reduce startup applications/Check for Malware).
5. Reset your video driver software to the default settings.
6. Check for evidence of overheating.
7. Please verify the integrity of game with the Steam integrity check
