If you finish Fomona Island with a male character you are not able to claim the welcome challenge but you get the quest rewards.
Temporary Fix:
Some players said that you can do the quest again on a female alt character. If you finish the quest again you are able to claim the welcome challenge. You will receive the quest rewards again.
