Founders Pack Not Available

I purchased the Silver Founder’s pack and was able to receive it on the Vykas.
However, i remade a character on Galatur and the Silver Founder’s pack isn’t available there.
I was under the impression that i would be able to have it once more in a new server. Am i understanding this wrong?
