To your options: you can make your own group in group finder and hope the best. But yea you have the same problem then I. The „low Roster Lv“ (not above 160) so maybe people won’t join your group.
Most guild social activity for my guild is happening on Discord and not in game. People have chars in 2+ guilds. If someone is looking for a group, they post so in Discord. Look for a guild that has an active Discord.
Find a guild, I’m on EUC. We have a small but high lv guild, we formed a static already, missing 2 players for a full static. Lots of fun, we enjoy playing together, very active on discord, absolutely no toxicity even we make so many mistakes. Try to find similar.
I’ve never had an issue finding a group at 1460 on multiple alts. Do you have decent stats, engravings, gems?
When you have „multiple alts“ at 1460 so then you don’t have low roster lv. So that gate isn’t there for you.
And yes MANY group leader look at the roster lv and decline. If you are not 150+ you are doomed in most of the groups.

When I make groups I don’t give a shit about roster level…if you’re setup is good I’ll take you. If you suck, well…then you’ll be replaced. Simple as that.
Yea you don’t care about but many people does. And it is the Problem of the OP in here. When his main just hit 1460 and you come and say „with multiple alts at 1460…“ is a small difference or?
And yes I know from what I am talking about since I am also only roster lv 115 since I have not the time to do horizontal content and don’t play since game start.
My 1460s have good setups. That’s why I was asking what his setup was. That’s 90% of the battle. A lot of people think it’s their roster level, when in reality it’s their dogshit setup.
115 roster is more than fine.
I look for roster 100+, relic set, good build (engravings, relic accessories, good combat stats, gems)
1550 crit + 468 swiftness 5 relic accessories reflux sorc , 431 mainstream engraving, 2x7+9x6 gems, most skill lv4 tripods, 8 awakening LS cards and 4/6 relic sets with weapon. 
Maybe just not good enough for they. 
best option is to find an active guild. 2nd best is to look in the official lost ark discord.
Join an active guild they usually advertise in Area chat. Or join the Alt runs on Hard mode. Whenever I make a lobby I always try to accept new players into it whenever I see one applying even if their gear isn’t the best because I feel bad for leaving them out.
If you are willing to wait, I might have a solution for you.
Set up a lobby and market it as : Learning/chill run, everyone is welcome))
Again, I’ll repeat myself, you need to be willing to wait. It will take a very long moment to fill it up.
But believe me you are not the only person at 1460. You guys just need to find one another.
On the side, keep looking for a guild and keep searching on Discord. And most important thing, keep honing. The more you hone the more doors you’ll open for yourself.

i never understand why people looking people with rooster lvl, no logic, i prefer engrv and ilvl, LOL
For many roster lv say‘s how active a person is and how „good“ he can play.
For many is low roster = weak players.
so rooster lvl show this and no engrv and ilvl? >DDD
All of that 3. But ye in an „alt/reclear“ group the people look first on roster lv and then on stats and engravings.
It’s sad but it is the truth. Atleast on EUC.

i saw tons of players with ilvl 1480+ and 5x3 engv with rooster lvl -100 and play excelent, that mean he is bad coz rooster lvl? >DDD
