Whether or not there was an exploit is not relevant anymore. All pheons collected beyond 30 are being removed and those that spent them already will go negative.
Considering no one was supposed to receive ANY pheons I’d say this is more than fair.

They dont statet how the exploit works and there was people in twitch chats who acually used that exploit and talked about it.

Yes. I have about 21 chars, spread over 4 rosters. Two of which I just occasinally login to take daily login bonus, as those rosters can’t do anything else, with just level 11 chars.
I collected these pheons with maybe 4-5 chars, and 2 of these probably with the two placeholder rosters I can do nothing yet.

Looking at the notification, this seemed fairly fair. Now generally it would not be fair at all to remove pheons and allow some people to go negative.
See, when people are gifted pheons and they claim them in good faith as clearly that message came from AGS/system, not some randon wefgkjlnwegklh bot. So what do they do? Some people go instantly spend them. Because they can.
So getting those pheons influenced them to spend them.
When you say it was in error, and you remove them, you can leave those people with really rude experience. The message was very clear, and very deliberate. It’s not like you get some random 5k wire to your bank account from unknown entity, and you go instantly spend it. Some unresponsible people do that, but most wouldn’t. Most people understand if it’s not your money, so you don’t touch it.
So if you take away pheons which you gave by accident, then you effectively lured them to use them. Removing all such pheons can never be perfectly fair because of this.
I suspect my main roster will have the same balance of pheons as before. I mean maybe I managed to claim it on 4 chars, I can’t remember as I was primary doing some dailies, chaos and guild tasks. My alt roster should have more.
