Well my first guess would be to close other game instances. 
I dont know what it means I am not playing any other games 
Might be from trying to open when lost ark has not fully closed in the background then. Check task manager
Check your task manager for Lost Ark game instances and maybe close those instances and try again. Or just try restarting your PC. What did you already try and when does this error appear? Did you change something before?

Have you tried turning it off and back on again?
A task for LA is stuck running in processes, either clear it or simply reboot and it’ll clear itself.
