I made a small guide on how to change your region without having to log in to your account. Please note, that this requires you to change config files manually. I take no responsibility if you mess up!
First, right click Lost Ark, and go to properties
Next navigate to EFGame\Config and open UserOptions.xml in an editor
Finally change the RegionID from CE to WE.
Now start your client.
