I think he means that he did use 1 flare, and when the boss runs and no1 els use flare. They cant force him to run around the map.

If i use a flare, i have the right to stand still while the others look.
If they dont wanna flare

gonna start flaring in MM and then just afk the whole raid then, since already used an item, my contribution to the raid is done

You can just stay still and let them do the work (if you used a flare)
