Is Anguished Isle per character?

I’m about a week away from a 2nd character able to do Anguished Isle and I’m wondering if the daily quest is once per roster per day or once per character.

once per day per roster.

though some of the rewards from the vendor (such as the leapstone chests) are once per character but are also roster bound
