Simply wasn’t fast enough to secure one. Is there still a way to buy one? 
No they were replaced with the starter packs

They were only for founders, to have them on sale after would defeat the purpose. There are alternatives however as mentioned above.
No the new packs are starter packs and founder packs are typically only offered prior to games releasing.
