I bought the nobel outfit using crystals on my alt. I thought that it would only become character/roster bound once claimed, but that is not the case. If you buy it on that character, you cannot claim it on any other character. I looked it up before doing this because I wanted to be sure.
The information below turned out to be misleading:
I have contacted support, but they told me that they don’t do any refunds. Is there nothing I can do? That character already has an outfit and I don’t want this one on that character. Can costumes be melted to get some value out of them?

In this case as our support via chat and forum have told you, there’s nothing else we can do the skins can not be changed or refunded. I apologize for the inconvenience.
In this case we are not able to change it as well, because as you mentioned, when you buy a skin with one character you can only use it with that specific character, we are not able to change them for you to claim on a different character or refund.
