Card has no levels, you can open it on any level.
And this doesn’t give you a legendary card. It is a random card between Legendary to Uncommon.
What is the benefit of a Legendary card over a Uncommon card? Are they the same just cosmetic difference?

You get a lot fewer legendary cards. Each card doesn’t really do anything, you can equip sets of them for small bonuses, collect sets for other small bonuses, and upgrade cards to increase some of those bonuses once you have a set. You need duplicates to upgrade cards, so you will usually be upgrading normal cards over legendary, but it doesn’t matter which ones you upgrade.
