Hey! I was just looking for that mission, that’s how I stumbled across your post.
For the special missions to unlock, you have to reach Level 50 first. Then you can unlock unlock Guardian Raids and Choas Dungeon at Vern Castle.
As soon as you beat them, the special missions for them will unlock:

Same thing here too. I’m level 50 although not finished main story quest line yet, so not sure if that makes a difference?
I’m also levelling up my dock in the lab, so not sure if that causes an issue either?
Got to this point in the game as well.
Quest says I need to select special mission, but there is no special mission in the mission table.
I already have Station at 2nd level as well.
Any help would be nice.

Googled this and thought to chime in here.
Yes, Natasko’s post earlier on is correct.
As they say you have to beat beat any Guardian Raid or Chaos Dungeon prior to unlocking the “Special Missions” at your Stronghold Station. E.g. doing Guardian Raid where you kill Ur’nil will only specifically unlock that as Special Mission, it will not unlock all Guardian Raids. You unlock them one by one for Special Missions.
I was so confused by posters skipping your perfect explanation as if it didn’t exist.
Reading comprehension is challenging at times I suppose.
btw, if you start the mission and can’t find the letter which is referenced in the quest…it’s in the quest item inventory
ok so I am to the part where it states Read the letter left behind by Edwin…yet I have no letter. Any advice?

Late to your post here, but I think I have the solution.
Check your Quest Items. I know you linked it in your initial post but it appears that you have the letter there. For anyone else experiencing this issue, open your inventory and click the “quest items” in the bottom left. Read the letter there.

for me I completed the special mission but the quest is not completed … any idea why ?

Quest reads:
"Ctrl 1 Select the Dispatch Station at the top of the screen. Send a special mission through the Dispatch Station.
Description “Will Edwin be able to safely leave for the raid?”
When I try to select the first Tier 1 raid it said progress conditions not met. He is not available for the crew. I have been stuck on this for a week. I re-ran every raid again just to make sure it wasn’t that.
Any help appreciated. I also submitted a help ticket via Amazon.
