Looking for the Head Chef

I wondering when I could expect to get the Stronghold quest “Looking for the Head Chef”. My stronghold is level 13 currently and I’ve done several stronghold quests so far. When does this quest usually show up? is there something else I need to complete before it will show up?

IIRC i got it on stronghold level 15.

I was hoping to actually choose who will reside at my stronghold and cook for me for eternity
