I have been trying to purchase some royal crystals and the crystalline aura “subscription” from the Lost Ark shop but every time I click purchase, the screen says its loading, then the background darkens, then nothing happens. I have even tried waiting about 15 min in case it just took a while, but again, nothing. Thankfully, I haven’t been charged on my card meaning that the payment just isn’t going through. I am wondering if I’m missing some sort of account linking needed to be done before the purchase, so if that’s the case, I’d appreciate the help or any other sort of help. I had the same problem and it turned out mine was a steam setting issue. In case yours is the same here is how I fixed mine.
In steam library click on lost ark to open its “page”. On the right side under the banner pic is a flower shaped symbol for manage. Click that, then click properties. In the general tab make sure that “Enable the steam overlay while in-game” is checked.
Basically without it being checked steam store can’t open the window to complete the purchase.

That solved it perfectly, thanks! Also for anyone else experiencing the same thing, you may have “enable steam overlay” greyed out on your Lost Ark library page, if so, go to your steam settings on the top left after clicking “Steam” and click “in-game” and check the box that says “enable steam overlay in game” and then go back to your Lost Ark Library page and you can then check the box that enables steam overlay for Lost Ark.
